§ 86.202. Disputed bills based on meter error.

  • (a)

    If a dispute regarding a water and/or sewer utility service bill is based on a claim that the water meter is registering inaccurately, the customer may submit a written request that the meter be tested.

    (b)

    The meter shall be tested during normal business hours either on the customer's premises or at a testing facility. The customer shall be given reasonable advance notice of the time and place of the test and is permitted to attend the test.

    (c)

    If the meter is determined to be registering within the accuracy standards of the American National Standards Institute or American Water Works Association, the customer shall pay a meter test charge established by the city council. If the meter is determined to be registering outside the standards, an adjustment in the customer's bill based on the level of inaccuracy shall be made as a credit to the customer's account for a period of either the preceding six months or for the period of time the account has been in the customer's name, whichever is shorter, and the city shall pay all costs of the meter test.
