All certified personnel employed within the fire department shall be appointed in
the manner as provided in V.T.C.A., Local Government Code ch. 143. Nothing in this
section shall be construed so as to include the fire chief who performs as the head
of the department within the appointment procedures, other than those provided in
this chapter and V.T.C.A., Local Government Code § 143.013.
(b)
There shall be as many members of the fire department as the city council shall deem
fit and proper and as authorized pursuant to section 2.373 dealing with police and fire civil service.
